Job Purpose

The Information Technology Services (ITS) Director is a key leader for Duplin County Government, managing a strong team of IT professionals to serve both the organization and the community. The IT Department strives to deliver creative and efficient tools and innovative solutions for our employees. This position works closely with county management, county departmental leadership, outside agencies and community partners, to develop and support innovative technology to securely improve how we do business. Within this position the candidate will be expected to identify the need for and prepare to implement technological changes that will positively impact the operations for the County of Duplin. Success, in part, will be measured by the candidate's ability to develop policies that govern information, security and business continuance as well as designing and developing both short and long-range plans related to information technology and consistent with county leadership. Work includes oversight of project management, IT personnel, systems reliability and service delivery. As the leader of the IT Team, communication with staff, leadership and throughout the organization is key. Work is performed under the supervision of the County Manager.

Duties and Responsibilities

Responsibilities may include, but are not limited to the following:

· Serves as the County’s leader and coordinator for information technology needs and solutions

· Establishes goals and standards related to technology for the organization

· Ensures operational integrity and continuity of services by providing steady and dependable leadership

· Develops strong, supportive relationships with department directors and management

· Continued professional development of skills, ideas, abilities, and knowledge to identify changes and trends in information systems technologies

· Implements best practices, efficiency improvements, and cost savings for the organization through cutting-edge technology

· Supervises the employees of the IT department

Transportation Dispatcher/Scheduler

Job Summary

Under general supervision, the purpose of this position is to perform a variety of duties related to the delivery of public and human service transportation services. Schedule transportation trips using agency scheduling software. Provide clerical office support; prepare and process a variety of reports, forms, and correspondence; perform receptionist duties; file and maintain departmental records; receive calls from residents, and dispatch/schedule transportation for the general public. Position is responsible for operating communications equipment, assess client needs and provide clients with time schedule and fare charges (if any). Performs related duties as assigned.

Essential Functions

Answers telephone calls and take requests for transportation from clients, agencies, and members of the general public.

Prepares initial client intake and maintains database of client files so that client information can be retrieved and utilized in scheduling all future trips and maintains computerized reservation system.

Efficient use of scheduling software

Schedules and confirms travel, cancels (as necessary) pre-scheduled trips, or obtains information relative to trip needs in using a polite, sociable, and tactful manner.

Enters a variety of complex data into the computer system/software

Types, processes and prepares correspondence, charts, forms, reports, studies, evaluations or other materials.

Files office correspondence and other records; maintains records of various kinds of work done by the department.

Reviews driver/route logs daily for accuracy and makes any corrections necessary. Performs validation of each route.

Prepares invoices; collects money (when applicable); makes deposits as needed.

Processes incoming and outgoing mail.

Make decisions regarding correct funding sources for all passengers and assigns appropriately.

Efficient use of MDC/AVL equipment pertaining to all aspects of transportation operation.

Determines point of trip origin and destination and seeks to group the requested trip with other previously scheduled trips so that efficiencies in operations are maximized.

Provides clients with the estimated time of pick up, fare charges to be paid (if any), cancellation and no-show policies, and other information on the provisions of service.

Attempts to fill cancelled slots at all times to maintain dispatching and system efficiency.

Maintains an ongoing roster of no-show trips and follows established operating procedures relative to the notification of patrons and denial of trips, as appropriate.

Promptly advises Transportation Coordinator of any field problems such as accidents, break downs, delays, etc.

Maintains and processes all trip records and verifies all daily manifests, schedules, passenger rosters, etc.

Independent judgement and initiative are required in the performance of these duties.

Job Summary

Under general supervision of the Coordinator and Director of Duplin County Transportation Department, the purpose of the position is to transport passengers or food from place to place within the County and to medical facilities in surrounding counties. Employees in the classification perform manual work. Position is responsible for receiving request for transportation to specified destinations; transporting individuals; receiving money; maintaining cleanliness; fuel levels, maintaining records of all trip information. Solid Waste Equipment Operator #3

GENERAL DESCRIPTION OF DUTIES

This is skilled work in the operation and maintenance of solid waste collection equipment. Responsible for the safe and efficient operation of assigned equipment. Under general supervision of either the Director or Landfill Supervisor, the purpose of the position is to operate medium and heavy motorized equipment. Position is responsible for operating backhoes, bobcats, yard dog, refuse removal equipment, bailer, and forklift in landfill and recycling operations. Manual work and heavy lifting may also be performed as necessary. Experience in the operation and servicing of heavy equipment is also preferred. Performs related work as required.

EXAMPLES OF ESSENTIAL FUNCTIONS

Operates various solid waste collection, disposal and recycling equipment as needed. Maneuvers heady equipment into loading and unloading positions.

Weighs trailers(s) after they are loaded to make sure they are within weight limits, rolls tarps and places trailer(s) in staging areas for long haul drivers.

Conducts visual and random inspections of MSW and C&D at transfer station.

Operates bailer to prepare recycling materials for market, directs haulers to proper storage are for recyclables, insures quality of recycle materials by inspecting materials and removing unacceptable items, loads trucks of baled materials for market.

Carries out assignments, including such task at fueling equipment, tire maintenance including tire changes and/or assisting the garage as needed and cleaning both the inside and outside of the equipment. Performs pre-shift equipment inspections and notifies the Duplin County garage of any issues.

Follow safety rules. Report unsafe working conditions, accidents and injuries to supervisor.

Monitors solid waste white moving trash to identify and report any hazardous materials.

Maintains clean and safe working environment.

Carries out assignments including such task as fueling trucks and equipment, tire maintenance including tire changes and/or assisting garage as needed, dealing truck and/or equipment interior and exterior. Performs required basis per-trip vehicle and pre-shift equipment inspections. Notifies Duplin County garage of any issues.

Operates recycling equipment to prepare recyclable materials for market, directs haulers to proper storage area for recyclables, insures quality of recyclable materials by inspecting materials and removing unacceptable items, loads trucks of baled materials for market.

Follow Safety rules. Report unsafe working conditions, accidents and injuries to supervisor.

Monitors solid waste while moving, compacting or covering trash to identify and repot any hazardous materials. Basic hazardous materials identification and handling.

Maintains dean and safe working environment.

The duties of the equipment operator will vary by job site, customer needs, weather conditions and equipment operated. The equipment operator must be able to load, deliver, unload and operate all types of construction related heavy equipment (i.e. bulldozer, backhoe, front end loader, grader and dump trucks) proficiently and safely at all times and in all types of conditions.

When operating equipment, the equipment operator must be able to climb in and out of the piece of equipment safely. To climb into the equipment the operator uses both hands to grab hold of two cab mounted hand grips and raising one foot approximately thirty inches (from the ground) onto a step uses arm and leg power to lift his/her body up to the tread of the step. This process is repeated until the operator is in the cab. To exit from the equipment the operator uses both hands to grab hold of two cab mounted hand grips and backs down one foot at a time onto a step below using arm and leg power to lower his/her body to the tread of the step below. This process is repeated until the operator is on ground level. The operation of the equipment requires the use of both hands and arms for steering and moving levers and legs to operate foot controls and pedals. These activities are repeated throughout a work day.

Because of liability issues the equipment operator cannot be taking medications that may impair the operator's ability to safely operate the equipment.

MARGINAL FUNCTIONS

While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members.

May be requested to train new employees.

Equipment Operators may be on-call during weekends.

Overtime may be required during a disaster, emergency situation and if the demand requires it.

Public Health Nurse II (Clinic)

The primary purpose of this position is to provide nursing services in the clinic setting. As a clinic staff nurse, a high level of nursing skill is required to complete histories, exams, and determine the appropriate action. This employee must stay current and know about standing orders, adult health, child health, family planning, maternal health, communicable disease/STDs, and immunizations.

98% Clinic

Participates in direct patient care of clients receiving services in the Health Department clinic, to include adult health, child health, employee wellness, maternal health, family planning, BCCCP, WISEWOMAN, immunizations, communicable diseases, STDs, and tuberculosis.
Provides initial workup of clients, including history, vitals, and ordering of labs per standing orders for the medical providers in Adult Health, Child Health, Employee Wellness, STDs, Maternal Health, and Family Planning clinics.
Assess client’s needs in the General Clinic and use nursing assessment skills and standing orders to manage the client’s request/problem.
Maintains knowledge of physical assessment, immunizations, STDs, communicable diseases, TB skin testing, and management of minor complaints and illnesses by standing order.
Maintains knowledge and use of in-house standing orders, policies, and lab services.

Maintain knowledge of State and Private pay vaccines.

Provides individualized counseling and education based on the needs of the client.
Dispenses medications from the pharmacy according to current pharmacy policies and procedures, adhering to Title X and 340 B Guidelines.
Provides and documents appropriate family planning services to include dispensing of various birth control methods.
Provides pregnancy test counseling and documentation.
Maintains knowledge of HIV control measures to prevent the spread of HIV within the community.
Refers client to medical providers and other Health Department services as indicated.
Maintains knowledge of medical coding requirements needed for clinic procedures.
Documents all information according to policies and procedures in the electronic health record.
Maintain professional, technical, and public health knowledge by attending educational workshops and conferences.
